We must be facing hard times...Google is restructuring recruiters and engineers

Google announced yesterday that they would be asking Engineers here in Austin to move to other engineering offices in Mountain View or to other Google Labs. Austin engineers were not the only ones asked to move, web engineers in Trondheim, Norway and Lulea, Sweden were also asked to move or find other work more or less. The Google blog refers to a restructuring for 100 recruiters and eludes to the fact that there are open jobs in Google for these engineers and recruiters to move into.
Google has not considered this restructuring as layoffs, that would be bad publicity, rather it is using the every trusted phrase "restructuring", known in our industry as move it or loose it day at the office.
2009 will be a banner year for start ups and small business success stories with the increase in the talent pool in the independent end.
